Considering every ninja has the talent to master the elements I'd say the Yin seal is harder to master because it requires perfect chakra control. Even Shizune ( who is a top tier medical ninja ) couldn't master it. So the Yin seal can be mastered only by a very limited number of ninjas.

Hard to master WITHOUT affinity. The only reason Tsunade mastered it is because she is it's originator, and Sakura has perfect chakra control.

Even Rinnegan users like Madara and Nagato haven't been seen using all five elements. Keep in mind folks that having the Rinnegan does not automatically give you the ability to use these five elements, it allows you to use them to their fullest potential (which is MASTERING, i.e affinity). Nobody has five elements in canon.

- According to Kakashi, every ninja has the potential to master the elements. This includes even the fodders, and this includes everyone who has average chakra control.
- According to Tsunade and Shizune, the Yin seal can't be mastered without perfect chakra control

So this means if someone wants to master the Yin seal, at first he has to PERFECT his chakra control ( which is nearly impossible ), then he needs 3 years to fill the seal.
If even Shizune, a top tier medical ninja with precise chakra control, wasn't able to master it, then I bet it can't be mastered by every random fodder.

- mastering the elements only requires time, mastering the Yin seal requires perfect chakra control AND time.

Hiruzen could never master the Yin seal because nothing suggests his chakra control is as good as Tsunade's or Sakura's, but Tsunade or Sakura could easily master the elements due to their perfect chakra control.

Yin Seal is definitely harder to master : yin seal is not something everyone can learn and 5 elements if you devoted alot of time you could learn them ( though i guess it applies to both depending on the person)
