Who is the fastest?

So, who is the fastest shinobi? I don't mean reaction time. And, I don't count FTG too.

• 1. I mean raw acceleration.(According to me, Juubito is the fastest shinobi)
• 2. Only counting base speed.(For base speed, idk)

Well there you have a lot, I would put BSM Naruto over everyone, than all the Raikage since they have lightning armor or some other shit like that, than Juubito and other shinobi fodder's

This. I don't know if BM minato is faster than BSM naruto, but considering that BM amplifies speed, and base minato is way faster than base naruto, I guess it's possible.

i put naruto below because all speed feats naruto has shown were before top 3 showed up and since they showed up naruto's speed was no where to be seen so to me that was kishi's way of showing that top 3 are on another level in terms of speed....! obviously he couldn't have showed minato or tobirama or even jubito to be faster than naruto if naruto had kept on blitzing so kishi made naruto to stop blitzing to show that top 3 are superior....!

Yondaime Raikage doesnt need lightning armor for his speed, its just for extra protection.

Then comes the 3rd raikage according to the manga.

Speed is so hard to measure in naruto. By "base speed" do you mean with chakra enhancements? If so? then Juubito or 8 gate gai. Pure running speed without any chakra? Then its easily lee or gai (probably gai)

Obito as the Juubi's Jin would be the fastest for number 1.

Minato would be the fastest for number 2 if you don't include any chakra based supplement bar Shunshin, for example Ay's armor and Naruto's BM.

If none of those things are counted then Minato is easily the fastest. The only ones that are above him in raw speed are Juubito and BM Naruto, but since if BM and Juubi Jinchuriki Powers doesn't count then he's obviously faster than both of them.
