I think people forget the the tactician and strategist Shikaku, who rarely ever overreacts and is a calm calculator believed it was possible for Itachi to place the entire SA under a single genjutsu.

If you would've posted the entire page or the page after that someone else would've pointed out that it couldn't have been Itachi.

I believe Itachi was suggested because at that time he was the only ninja revived with any notable genjutsu prowess. Madara had not yet been revived yet and they were the only two edos with any sort of genjutsu abilities capable of control to my knowledge

As far as Itachi and Nagato being a formidable tag team, yea I'm sure they would've given the SA hell

You're overrating it. He didn't say "The entire alliance", there were a few people under the genjutsu. Since Itachi would have been Edo'd, and Shikaku knew that, it makes sense that Shikaku deduced Itachi would be able to travel around and place people into genjutsu left and right due to unlimited chakra. That's something living Itachi most likely couldn't do.

itachi cant control several individuals with genjutsu, he can only sneak around without getting detected however thats an assumption on Ao's part because itachi sneaked in konoha only because he knew how to get past the barrier
