It's not plot.

Naruto made and sustained the Rasengan, all Lee needed to do was hold and hit the defence with it.

Plot in the sense you're using it doesn't exist, if you're too lazy to think about why such and such happened then that's your lookout.

Unless, you're using plot in the proper sense, which is the unfolding of events.

You see, that's what confuses me. I believe the second step Jiraiya used to teach Naruto to use the Rasengan involved him using just the right amount of chakra control to sustain the Rasengan; Lee has never even used a jutsu. How would he know how to control it, even after the chakra was formulated?

Lee only guided the rasengan. He didn't make it. Guiding it is basically the same as just holding and pushing it. Anybody can push one. You are using ninjutsu if you actually make the thing.
