I'd say Jiraiya.
Out of the three, he was the one to learn Sage Mode, he was the first choice for Hokage, and he was the one to train Naruto.

Eh, They excelled in what Tsunade had to offer them. They are the only sannin disciples who actually learned more than basics from their masters. Which in turn makes them look like copies but you can't get very diverse with medical ninjutsu. Shizune skipped CES and learned poisons so theres that.

Jiraya just taught basic foundations and is not responsible for further growth in all of those shinobi listed.

And karin gave weakened tsunade a bit of her chakra so tsunade can be able to use her jutsu



Orochimaru came up with the idea he didn't do it .

suigetsu reattached tsunade katsuyu just kept her alive.

Nah, I can say he laid the foundation and their skill sets tell the story that jiraya had no part in. Rasengan well Minato gave him that for a purpose. Props to him for making them have the basics they need to develop though.
