Should summons be included in a characters power?

Example Sasuke's hawk and snakes which help him get to places. Then Naruto's elder toads with there sound genjutsu? Should that count in there power or be separate. I say it should as they are "controlling" the summon.​

I usually don't. Summons can be more unpredictable than their shinobi counterparts IMO. Only if a character frequently using summonings and integrate it along with their own fighting style (Orochimaru w/ snakes and Itachi w/ crows) do I ever take summonings into account of a characters powers. Otherwise, summonings in the manga are only used given the scenario they're in. For instance, Jiraiya only summoned Gamaken after realizing he was fighting against someone who was strictly using summonings (animal path).

I usually just count everything they have so there would be no hassle. Bandana Genma established his reasoning to Naruto that Kiba's dog Akamaru, is counted as a tool and so does the other summonings. (Naruto vs Kiba)
