A Shinobi's strength is solely determined by 1 vs 1 ... you should be smart enough to know that. If she some injects everyone with poison, would she not be the strongest person? She did solo everyone with her own poison....

Fanboy VS scenarios have nothing to do with how strong a character is.

Also, apparently having the ability to destroy someone is more powerful than the ability to restore someone, according to fans. (Though in real life its nearly the opposite).

Raikage is kage level for his raiton, Minato FTG, etc etc.

Tsunade specializes in this it is her greatest skill as a ninja, she deserves to be considered kage level. She's like the only kage level medic atm.

Not yet, I'm strictly speaking about medical ninjutsu when i say this but, Sakura is close she just needs to demonstrate said seal techniques, though byakugou is pretty much confirmed since she half way did it.

She's still new with using it and so i didn't include her.

Tsunade is clearly the weakest sannin and the weakest hokage. However he is not the weakest kage shown thus far. She could probably kick gaara's dads butt any day and ahe is not the weakest current kage as I am sure she would crush mei without a doubt
