Provided that chiyo dosent get hit,its possible but the first punch that tsunade lands is going to end that fight with the quickness and with tsunades healing abilitys chiyo would have to kill her 4 or 5 times respectivly.

So if chiyo keeps a constant onslaught up and manages to stay squirrly,she could pull off a win,though with much more effort than it would take for tsunades.
