Master of "Five elements" Surely he can mix them 3 b!itches of nature types in order to make Jinton. Fire,Wind and Earth

Jinton has more than one user who aren't blood-relation to eachother, Mü and Onoki have no blood relation to eachother and Onoki stated that the secret behind Jinton has been passed from Mü.

Jinton is considered "Kekkei tōta"(KKT) and is not a bloodlimit nature transformations.

Conclusion

Hiuzen figured the secret behind Jinton and is able to use it, since he is a Genius

He's not a copy ninja like kakashi, he supposedly knows every jutsu in konoha but dust release does not fall under that category.
