Danzo was ROOT leader which is an sub-organization of ANBU

kakashi had more experience due to more mission, he is 1o years older than Itachi
Itachi was and ANBU-squad leader at age 13 and that is something
Itachi was stronger due to MS
as term of a shinobi they both are in the same level
both good at analyzing and strategy and leadership
