Just as he created Kagebunshin, Edotensei, and other unknown techs., he created hiraishin but was unable to perfect it as Minato did using specials kunais and tags. I remember him saying, "its the fourth that's copying me" to Naruto; So I think he created Edotensei and banned it as a kinjutsu, and also created hiraishin but was unable to finish, Minato just continued from where he stopped.

I doubt that Tobirama was unfinished by creating FTG because that man could create a lot of OP techs, so nope. Minato had spent his his life by using his own skills and special marks other than Tobirama's sealing based jutsus. Minato was clearly the most dangerous opponent no doubt since he has no clan or Kekkei Genkai. According to Jiraiya, he meant that Minato was the most gifted shinobi who ever lived.
Minato is better with FTG, BUT Tobirama has more experience.
