Tobirama isn't a bad guy. He just knows how dangerous the Uchiha are. Tobirama has respect for Madara, if he didin't he wouldn't of been so shocked that he would kill a fellow his own kin.

Tobirama doesn't dislike Sasuke. He was wary at first because of the situation(He did orignally want to hokages to destroy their own village).

Naruto doesn't kill because there's always vengeance wanted for a death. It would continue the circle or hatred.

But Madara has no ties to anyon of this generation except Obito and Sasuke, who both want him dead. So Maddy is free game if he can kill him.
