Neji can be problematic due to speed and defenses that can counter mighty c-rank katons and shadow shrukens.

If we go by IC state he have shown in Juubi fight; he beats Part 1 Sakura. This guy threw shrukens at a pseudo-God; he would not even flick a toothpick at a chuunin level ninja.

Wait what? Hiruzen beats Neji high difficulty but loses to Hidan high difficulty or he draws with RDS. Hiruzen used shurikens to test Juubito's omnyoudon. Ninjutsu had proven to be useless so he wanted to test another attack. Emna would be too risky as the summon would come into harms way.

Strongest person he can beat is probably Chiyo.

Neji beats Zabuza on a 1v1 , but Zabuza is overall stronger, he was on par with part 1 Kakashi, while neji is no way in that level.
