He's talking about the sharinnegan. The doujutsu above rinnegan. He's planning on becoming the perfect juubi jinchuriki, surpassing Obito by having all the tailed beasts full chakra. The rinnegan is an incomplete doujutsu that requires the juubis full chakra in order to complete. Which is why only the sage of six paths had it. And it explains why madara said he's cultivating a new eye.

The sharinnegan combines the ninjutsu mastery of the rinnegan and the genjustu mastery of the Sharingan in order to make the ultimate doujutsu. Thus this is the eye madara needs in order to complete his eye of the moon plan.
