People in that thread have a not opened mind. I'm not willing to offend anyone but you really think small.
This post is clever enough to get its own thread instead of a mere reply in a 6 page thread.
This is what you do if you woke up in NV. If you read this you'll learn how to take the world if this ever happens, which is actually possible assuming string theory, multiverse, or even just a dream. If you don't however, your life will keep as boring as it is, I'm trying to give you a bit of pepper to your internet time, hope you read this.
If you're still reading this, you'll probaly read the entire thing. So either being a citizen or shinobi, first thing you do is to get friends. Friends that you trust, that are willing to do something about themselves, you, and the worl. You must make sure they are not working for anyone, and if possible, they aren't shinobi since most shinobi have the will to protect their village.
Once done, you with your friends will develop an empire that will easily conquer the world. How is that possible? Because NV is thousands of years delayed in terms of technlogy, science and military power. If the narutoverse ever existed it has been beaten by someone with technological knowledge.
So to take that as an advantage you'll "create" everything we have nowdays. Start with science. With science you can predict weather, seasons, reactions from animals, good harvests, everything. People will start to follow you as you develop more science. Past the point where you've developed all no-military science in your scientifical monopoly (hence monopoly, no one can know your knowledge) you'll be considered a god with soooooo many people following your god powers and can create your own country away from the big nations so they won't bother you. Next step is making laws and government and everything just as you like. But also keep the economy of your country running.
After that it's time to start the military development.
"Create" all weapons you haven't used so far to create your country. This includes all military the world doesn't know so far. Artillery, fire arms, tanks, APCs, watercraft, aircrafts, helicopters, missiles, explosives, EMPS, nuclear bombs, spying, drones. When done, slowly create laws that do not permit the public from taking you out of the power and get as much as propaganda as possible to give public support from your and other nations so you can call in martial law and a police state anytime you want without negative approval from the public at all, so that you can have complete control over your population in your next step. The next step is: you should war the other nations and conquest them. You'll have all military superiority and in few time you'll conquer the world. After that, deploy martial law and police state as needed. Hence you're a "god" and know everything, this could be done in 6 months to 3 years.
After that the world is yours. You can do whatever you want. ***, money, power, politics, love, nature, everything. It's yours.
