Minato only defeats Itachi because he has more stamina. With higher chakra levels Itachi would rape Minato easily.

1- Tobirama was impressed by his quickness to act when he realised not only he did manage to outspeed them to go to the battlefield, but prepared the Hokages already for the barrier by puting his markings on something as big as the Jubi, and that was without even knowing Minato also had the time to go middle ocean to place another one

2- Tobirama was too overwhelmed by Jubito's speed that he had no other option left than "dying" in order to tag his opponent in a mutual contact. Minato on the other hand was never overwhelmed by mindless Jubito's speed. Infact he reacted to his attacks while being distracted by the fact of trying to save either Naruto or Sasuke in 2 instances

3- Obito has shown to activate his phasing ability faster than Madara could react when he managed to phase through Naruto's FRS when Madara got blitzed by KCM Lee when both arrived at the same time, and Minato managed to outmanoeuver this phasing when Tobirama was outmanoeuvered by Madara despite sneak attacking

Madara was also overwhelmed in speed by V1 Raikage to the point he had no other option than ressorting to Susanoo to protect himself. Minato outmanoeuvered V2 Raikage in a short time frame where he couldn't even move an inch between 2 teleportations

Minato is faster and has better reflexes than Tobirama. Dunno how someone can think otherwise. Whether it's by feats or hype, he is above them something admitted by Tobirama himself

In terms of intelligence it depends really. Minato was capable to deduce the weakness of chidori just by seeing it once, able to analyse and deduce a proper counter to Obito's kamui just by seeing it once and he was fighting someone who had full knowledge on him when he had no knowledge, and was in a situation of urge thinking about saving the village as well. Even in younger days, he was the only one in entire Konoha smart and analytic enough to notice Kushina's trail of hair, finding out her location and save her.

So while Tobirama is smart himself, Minato is as well. From what i've seen, Tobirama seems to have great knowledge and analytical skills, but not necessarly in battle. Remember this Tobirama thought the only option against Jubito's bijudama was to warp them one by one without even thinking once about the possibility of just warping the entire tree, just like he decided to wait for Madara sucking the Bijuus before taking actions because he counted on killing him while he could drop his guard when infact if he intervened sooner, he could have saved Naruto and the others. So really, intelligence is a factor dependant on different factors

As for the chakra lvl, i'm not that sure but i'll give you that
