Here's the new theory guys.
1) Ramen guy is Rikudo Sennin in disguise.
2) Madara needs to get rid of Rikudo in order to cast Mugen Tsukyomi otherwise it would be easily broken by Rikudo.
3) "Insides" that Zetsu were talking about are Madara's people that fighting against Rikudo sennin in Konoha.
4) "Those on the verge of death that require treatment" are "insides" that getting owned by Rikudo Sennin. Zetsu went to heal them
5) Kurama asked Gaara to get Naruto's body to Ramen guy aka Rikudo to revive him.
6) Madara is gathering bijuu, nurturing a new eye and preparing to control Hokages to fight against Rikudo.
