I dont understand what's with uchiha fanboys, mostly with sasuke's and itachi's. Ok, they're fanboys,it's natural for them to deny some logic to favor their char. no that means naruto's chakra control is lower than sasuke's but as you can see naruto is doing three things with each chakra arms

1 . step one of the rasengan

2 . step two of rasengan

3 . nature transformation ( wind release )

There we go, this is the reason he needs three hands all Sasuke is doing is focusing his amertasu in one spot of his hand. There is no rotation, or shape manipulation. So that's why he has only one hand up and Naruto has 3.
