Still Sasuke attacked the Kaga summit. And did attempt to kill the Raikage and others. Thats like trying to attack the president at a UN meeting. No one gets away with that shit. Idc who you are, in real life or anime. Plus Sasuke tried to kidnap the 8 Tails, and he did kill Danzo(hokage) for no good reason honestly. If it werent for Danzo, Sasuke woulda died when Itachi slaughtered the Clan. Danzo wasnt responsible for the massacre, it was inevitable. True Gaara was only made Kazekage to be put under surveillance, and was born to be a killing weapon in the first place.
