BM Minato obviously. Especialy with no restrictions and with BM, all that Minato has to do is to get behind him and punch him with a chakra arm or a better method, TBB to the face. I don't think that Kakashi will ever be able to Kamui Minato, but even if he somehow manages to do it, he will fail because 2 reasons:

1. Minato can escape it with his FTG easly.
2. His cloak is strong enough to endure Kamui, and I am pretty sure it is.

Kakashi has no chance of winning, make it Base Minato and he will win hard-diff (Minato) if he doesn't get Kamui to the face of course.

Edo Minato is arguably the second strongest character to date featswise (after Juubito) if we exclude plot induced stupidity. I mean, he is a teleporting guy that now has nuke capabilities and Shunshin speed that is now above the Raikage's.

Gai didn't do anything and BM Naruto was the person being targeted, inches away from Obito's face. Obito was aware of the tactic Kakashi was aiming for, and was still fooled. Kakashi's Kamui was faster than Obito's to the extent that Obito failed to realize what had happened despite having full knowledge on what his opponent was aiming to do.

Hiraishin outspeeding a distracted 14 year old Obito's Kamui does not automatically extend to Kakashi's version. Kakashi's Kamui outsped a 30 year old Obito's, who was much more experienced than his 14 year old self and was not simultaneously controlling the Kyuubi. On paper, Kakashi's feat is better, and we have seen Kakashi's Kamui interrupt a teleporting summon, a technique which Hiraishin is based off of.
