There is only one thing to say really. Tobirama said the more hatred a uchiha possess the stronger their eyes are. Madara is full of hate that's a key reason as to why he is so powerful, itachi on the other hand was a pacifist he never once showed even a tiny bit of hatred or aggression and look at how strong he was and what he was capable of. My points simply are A he is the only one shown not to have those spores erupt in his brain and is really powerful despite no matter and B he if he did possess hatred then he would be a lot more powerful and could have eventually unlocked Finnegan if he was evil and took sasukes eyes to get ems and then the rinnegan.
