This isn't really to do with who beats who in this list, more to do with versatility and how they would do against all the shinobi out there.

9th and 10th spot are between Itachi, Kakashi and the Third Raikage imo.

Itachi deserves his place in the top 10, so he should be ninth I guess. Third Raikage is always being underestimated, he's one of the most powerful ninja to ever live. And as for Kakashi, well that kamui though!

Imo, there are quite a few shinobi who deserve their place in the top 10 including some of last gen's Kage, such as the 3rd Raikage as you've mentioned, 2nd Tsuchikage and Trollkage.

I put third Raikage above Bee because the Raikage used to fight the 8 tails 1 vs 1 unarmed and unarmoured. There is no other ninja that can fight a tailed beast head on like that using just their strength. I won't deny Mú and 2nd Tsuchikage aren't strong, but I feel the Raikage is just too powerful.

Itachi is definitely about the Edo Kage though, I know for sure, I feel Kakashi can take them too.

Man, I love Itachi. One of the only characters who's made me cry (in a good way) in this manga.

Minato's strong but he lacks firepower. I'd definitely put BM Minato in top 5 though.

I pretty much agree wth this Itachi insted of Kabuto, thats the only change i would make.
