I belive Madara was behind the past three Shinobi wars and has been puppeteering from the shadows. All the wars happened during his lifetime and hiding, and not surprisingly the wars stopped after his death. There are numbers of reason why he would fan the flame of wars for his own benefit and to achieve his Tsukinome.

He doesn't want the alliance of five shinobi countries. A unified force will be a huge problem to deal with and might deter his plans. Also Madara loathes Hashirama's ideals and vision and he wants to destroy that. Hashirama already tried to unify the villages and we know it didn't went well. We still don't know what happened after that meeting but I think it will soon be revealed.

That's not how masterminds work. You don't reveal yourself to your enemies. Masterminds control the events behind the curtain while keeping their identities secret. He's got agents to do the work for him, Zetsu is the perfect spy and could easily infiltrate and disguise as anyone. He doesn't need to use his own powers to weaken the Villages, he only needs them to fight against each other.

Madara didn't awaken the Rinnegan until he was near death. So he had to do something in the 30-40+ years between his fight with Hashirama and his meeting Obito. If you take that into account plus the training time it took him to learn the rikudo jutsu, he would have had plenty of time to do it before he gave his eyes to Nagato.
