Madara specifically said, "when using Rikudo justu, use the black rods."

Not Pain Rikudou (that's nagato's six bodies Justu), he said Rikudou Justus.

Madara didn't have his Rinnegan with him, so he preta Hashirama's sage mode with the black rods in his back.

casually throwing a rod at someone or something doesnt give it a speed even remotely close to a bullet lunched from a gun

but rasenshuriken was thrown at the rods and it failed to stop it
