He would be fodder since he would of died before learning anything about Haki

Yea he would have died right away. Falling off that cliff would have killed him. Being that he is rubber comes in handy.

He would of probably stumbled upon an even greater devil fruit..or of just died before he even made it to sea so It's impossible to answer accurately

Looking back on it, Garp should have taught Luffy and Ace about haki...

Yeah he'd be strong but wouldn't have gears/long reach.

He'd probably be near Sanji/Zoro's level still. Luffy would work hard in order to protect his friend so I'm sure he would specialize more in haki since he doesn't have a DF. He'd most likely be the next "garp", just pure strength and haki.

He'd be at least Coby level in my most humblest opinion.

He'll probably be able learn soru in his fight with Blueno because his got potential and the devils blood. Other than that, um i reckon he'd have to pick a weapon and start using that :|

It depends on how the events would play out.
Luffy knew what his strength was when he was going into the sea and so he used that to get ahead
If it wasnt for that it would have been something else but in all retrospect if he survived he would be a Garp like haki beast

He wouldn't have died, imagine Zoro falling, would he die?

He would be stronger as Sanji still, and omce he mastered Haki stronger than Zoro and ultimately Garp's level, with the Gomu Gomu he will be like Garp on steroids

Chances are he would stumble upon a more powerful DF

It wld depend on circumstances(Quoting Buju 'Circumstances made me what I am was I born a violent man').
Wld he have survived his journey as he did with the gomu gomu then I think not but I think even his physique when he left his home town wld b different and Garp wld instead have given him challenges to help him with haki so if the stars lined right he wld probably b just as strong but Zoro beating him wld b most probable.

About as strong as Sanji... Since he still would've competed with his brothers during childhood he would be a mini Garp.

Kinda hard to say, he would still have BH, but he would have needed to survive that long.
Without his fruit he would have died on Skypiea (if he had got even there)

This is a very broad question and isnt as simple to answer as if you asked what if Naruto didnt have Kurama cause his life would be normal and he could learn evreything from Minato/Jiraiya/Kakashi but for Luffy its diffrent.He would have to develop his skills diffrently with Ace and Sabo,maybe he would get more out of the training with Garp,would need to learn haki sooner etc...

Even Crocodile would kill him without gomu gomu no mi since it gave Luffy the ability to store water and do the long reach attacks etc..

Basicly for Luffy its a whole new story

if he didn't have the Gomu, then i would have liked for garp to have trained him personally, and did what rayleigh did.

there also would be no arguement in who was going to get the mera mera no mi.
