Although this is not entirely a serious matter, I have simply been seeing a lot of these threads scattered across the internet and shall now keep the status quo going for a little while longer.

Now, personally though I have always loved Frank Jaeger since the original Metal Gear Solid, I have to give this one to Raiden for a variety of reasons, even to the extent Metal Gear Solid 4 Raiden would be enough.(Original Cyborg body)

Both had been child soldiers with an unnaturally high kill count and cruel ritualism within their kills, earning them their namesake reputations as "Jack the Ripper" due to his brutal slaughter of his enemies utilizing blades, and "Frank the Hunter" due to methods of facade to lure his victims into a false sense of security.

Many argue Frank's status as the sole achiever of the status of "fox" in the foxhound units grants him reputation to his abilities, and that Raiden never achieved such an honor when a part of the "reformed" foxhound unit in Sons of Liberty(MGS2). However by the end of Sons of Liberty after killing Solidus, Raiden had left foxhound and aided the forces of the Paradise Lost Army to retrieve Big Boss' remains in exchange for saving Sunny. This would inevitably result in Raiden's new synthetic body, which remained ultimately experimental, considering the unnatural design and use of the outdated artificial white blood to support his cybernetic body.

Frank may have been part of the PSP(Perfect Soldier Project), however most of the fans who boast that are aware of or understand little to none of the actual circumstances of the program. PSP had been an ultimate failure, of which Lost Number(Frank Jaeger reborn) had been produced as the sole survivor. PSP subjected its applicants to extreme physical and mental stress, which often resulted in death under the harsh conditions. Frank may have managed to endure and become the only surviving soldier of PSP, however even from the beginning the program's impact had been causing him severe psychological issues, until finally his very identity crumbled after being consistently placed in a culture tank as a means of retaining his heightened senses and abilities, consequently however erasing his memories[all but that of the fight between him and Big Boss]. Frank Jaeger, the legendary fox had become Null, the Lost Number of PSP who became hell bent on destroying Big Boss by any means necessary or unnecessary, as he became devoid of all sense of rationality. Yet even as the sole product of PSP, Frank proved supposedly on par to Big Boss multiple times before becoming inferior and defeated, and then inferior to Solid Snake. He then, not as Null but as Frank Jaeger, had become content with his decisions and had supposedly been left to die, noted to have been blown apart by a land mine following the fist fight with Snake. The Perfect Soldier Project had been inconclusively a failure and produced, rather than a perfect soldier, an unstable and dangerous inhuman individual who bore the determination of an ambition to kill Big Boss as though it were an instinct.

Raiden however had been subjected to an entirely elaborate and circumstantial project known as the S3 plan under the surveyance of Ocelot, which he believed intended to replicate the experiences of Solid Snake under Big Boss in order to create another perfect soldier likened to him[Though in actuality its purpose served to guide the direction of mankind itself]. The resulting and only known adequate subject had been Raiden who bore a relationship with Solidus similar to that of Solid Snake and Big Boss. As a puppet master behind the scenes Ocelot manipulated virtually all those surrounding Raiden without them even being aware they were a part of the project and instead under the guise of their own motives and intents being at play. Despite how girly and counter to the expected personality of a murderous child soldier, which is most likely due to his years at a rehabilitation center, Raiden proved more than adequate as a soldier trained for Special Ops, and in the end Ocelot's intent recreate the Ultimate soldier Jack(Solid Snake) appeared somewhat successful in Raiden, though it had been unexpected that he would in turn come to forge a bond with Snake in idolizing him.

Fun Fact: Raiden and Big Boss both bear the same name: Jack

Most are aware of the fact Gray Fox's cyborg ninja appearance is in actuality a complete, high tech, advanced exo-suit rather than the standard cybernetic body that would come to succeed in the experiments on Raiden following the Big Shell incident. The exo-suit is in actuality a precursor to the full synthetic body, as this suit was not one he would be able to remove at his leisure, as the suit was grafted to his body on the skeletal level, becoming quite literally a part of Frank Jaegar, which amplified his strength and agility. However, many do not recall that Frank Jaeger's body had been recovered in pieces due to being blown apart by a land mine, and subsequently had been forced to become equipped with several artificial body parts and synthetic tissue in order to sustain his body, all in which were physically enhanced before he then became subjected to gene therapy to hasten the process although in resulted in a major flaw of imperfect nerve connections throughout his body, causing him sudden and severe outbursts of pain. Despite his enhancements Gray Fox would once more prove inferior to Solid Snake in a fist fight where he experienced a spasm of pain before the fight could reach an outcome and fled. Later he would return to aid Solid Snake in his fight against Liquid piloting Metal Gear Rex, where regardless of his enhancements , high frequency blade, and laser gun on his right arm, Gray Fox would be defeated and killed for the final time at the hands of Liquid.

Many argue Raiden's cyborg body had been far more advanced as a complete model versus Gray Fox's mere exo-suit. However as I have stated before, Raiden's body had been as experimental as Gray Fox's had been, constructed based on inconclusive data due to Dr. Clark's murder by Gray Fox before the project was successfully completed. Raiden had been subjected to severe amounts of torture before becoming used as the core experiment for the reviving Cyborg project, where it had been stated Raiden was the only one capable and skilled enough to utilize the new body effectively. The cutting edge technology most people claim would have branded his body superior is downgraded by the experimentalism within his structure as well as the use of artificial white blood, which was deemed outdated, inefficient and proved to difficult to obtain before his statement that Dr. Madnar could provide him with the aid he required. Although many of his feats against the Gekko are underrated by many, Raiden's ability to momentarily resist Outer Haven's advance to crush Snake, while only having a single arm and experiencing injuries following his final fight with Vamp, several Suicide Gekko, and being trapped under debris boasts that Raiden has unnatural amounts of his strength granted by his body. Later he would once more prove this following the capture of African Prime Minister N'mani, where Raiden now with a few updates to his body and change of facial appearance would be forced to fight against a newly reformed and far more advanced version of the Metal Gear Ray model, where in his fight he would manage to utilize the peak of his strength[noted by the static appearing on the surface of his body] and toss the UMG aside like a giant ragdoll.

I believe there lies no need to truly argue further with Raiden's new body forged after the death of N'mani in Revengeance. Those who argue Metal Gear Rising had not been Canon, I shall simply laugh at you considering Konami requested the help of Platinum Games after coming to a sudden halt in the project, where it would then become a dual company project by Konami and Platinum Games as a designer and distributor.

Raiden had saved Snake as well, many times, often in the same manner Gray Fox had, through anonymous messages and then by being crushed. Difference, Raiden survived.

Perhaps, which form of Gray Fox?

Cyborg Raiden > Cyborg Gray Fox

Gray Fox(non cyborg) = Raiden(non cyborg)

As Gray fox had been unable to best Solid Snake virtually every time whether as a cyborg or otherwise.
