Having the Job of a Jonin doesn't automatically mean the person's abilities are Jonin skills. Naruto, Sasuke, and Kakashi are a fine example of lower level of Kage yet stronger than most of them.

Yamato is low kage level.

I'd say he is definitely high jonin at the worst. It'd be awesome to see that he somehow came back, seeing Kabuto used his DNA to strengthen the white zetsus, maybe it could have improved him as well. Anything is possible now I think.

Well you have to remember that he is a Anbu member. I know they look for people with special abilities alot of the time, but it still has to mean something. And at one point Kakashi said he thought of Yamato as an equal, I know he was persuading him but Kakashi wouldnt tell just anybody that, joking or not.
Kakashi was made a squd leader when he first became a jounin at like age 10(-or+) so he had all this time to become that much stronger, so he is def at Kage level in my opinion..., to relate to someone else's comment earlier.
