Why don't everyone in the NV attain a ninja technique?

I think that there are so many civilians that aren't ninja because joining the ninja academy is like enlisting into the military, except you have to start at a young age and lose the opportunity for an education in anything but ninja skills. So who's parents are going to let them do that at such a young age? Unless the parents are ninja, I doubt they will. Also this explains why no civilians have even tiny jutsus. Because in the academy you learn to control and harness chakra. So all these civilians don't have that.

It could be that they can't access chakra as well. Chakra spread from the SO6P, I think it's getting weaker as the ages pass, and people are born. I think chakra works like a bloofline thing, and that bloodline is thinning out. Those people are just those who don't have chakra.

I think you are right. That is why everyone in the Academy lives in the Ninja village which is basically a military base. Even the civilians in the village are like civilian employees with the military.

You don't need chakra to have a ninja technique tho ex: lee and guy...i guess its just since the civilians are fodder and kishi isn't gonna waste time on characters thay aren't important to the story in any way

They could, but its about preference i guess. Or they could teach them survival techniques for emergencies i guess.

Because a lot of them, even most, are like Rock Lee who aren't terribly well accomplished/enabled with chakra usage. And since 99% don't become taijutsu specialist of the highest degree, they simply aren't ninjas.

Lee and Gai do have Chakra.

If they didn't have chakra than even Taijutsu wouldn't be possible for them.
They just can't mold it to use Ninjutsu, Genjutsu etc.
