The one's in high kage should be bumped down to med-high

Deidara should be bumped to med-high (it's canon that's he's around equal to onoki seeing as onoki could never even defeat him)

Konan should be at least mid

Wait so Kisame is high kage tier? Is he really that far above guys like Kakuzu and Sasori? I always thought of him mid-high kage

Dude 2nd Mizukage is no doubt High Kage. He has the hax Hydrification technique with water and oil and is assumed to have all Hozuki techs shown. He has his infinite bombing jutsu which is very fast and covers a large radius. His clam Genjutsu and Genjutsu is usually what ninja's are weakest against. Plus you need sensing abilites and a lot of fire power to crush the clam. He also matched Mu and killed him. He is no doubt High Kage with Mu

Yes. Kisame can beat a lot of people, but he can lose to Sasori, Kakuzu and definitely loses to Deidara.

The reason I don't put the 2nd Mizukage at High Tier rank is because his techniques aren't that hard to counter for higher level ninja. I might return him to the High Kage tier tho'..
