Why Yagura is High Kage

Yagura was said to be a Perfect Jinchuuriki, like Naruto and Bee. This means he can fully transform into his Tailed Beast Isobu and use TBB, one of the most OP attacks. It should also be assumed he can enter V2 state, he was the Mizukage after all. He was an adult, older than Naruto, giving him more time to perfect his beast control so I can't see how he wouldn't be able to do so.

He also has the ability to use coral techniques which even paralyzed Naruto, one of the fastest ninja. If he can land a hit like that on Naruto, he can definitely beat ninja like Kakuzu, Guy, Kisame, etc.

Not only that, but he has his Water Mirror Technique which blocked both Naruto and Killer B. I really don't see how an attack can really get to him when he can just reflect it.

Yagura is no doubt High Kage tier with Killer B, Mu, 2nd Mizukage, etc.

The guy has a lot of strikes against him.

He was Obito's puppet for a long time, and his Tailed Beast is pretty weak. It was one-shotted by Deidara.

Could be a genjutsu so powerful that he couldn't even break it. Just because you have a tailed beast doesn't necessarily mean genjutsu doesn't work on u whatsoever

I really dont think obito used gen on Yagura... I think he just manipulated him just like how obito did to nagato & sasuke.

OT: Definitely High Kage level with the feats he shown alone and his beast has shown.

Manga already states that perfect Jins do not succumb to genjutsu, which Ao said Yagura fell under. Not a perfect jin. He is mid kage.

If he really was Perfect jin, Obito's genjutsu wouldn't work on him. 3 tails is much weaker than kurama. I'd say mid kage.
