Genjutsu bar Tsukuyomi shouldn't work on him. Plus Tsukuyomi is risky considering the fact he can only use it three times (even then his illness could leave him wide open.), but also because it might hit his Kage Bushin - which are immune to Genjutsu.

Onoki, a shinobi who's experienced but not nearly as experienced as Tobirama with regards to fighting Uchiha, was smart enough to not look into Madara's eyes throughout the battle and even the other Kage acted upon his warnings of the Sharingan's genjutsu.
