Itachi can't do anything like that and If Itachi managed to cast Genjutsu on Minato then it would be game over ,.there is no need to cast Izanagi.

Itachi doesn't have Senju chakra, therefore, how could he even begin to have Izanagi? Plus, I'm sure Minato knows not to look into Itachi's eyes. Itach's best beat is Susanoo/Yata mirrior/Totsuka Blade. Genjutsu is a non factor >.>

Itachi.....I'm not the type to say Tsukiyomi Ggs! Though...yes Itachi wins quite easily....either that or Izanami....which I personally feel works on everyone. All just my opinion.....but I find the genjutsu prowess alone enough to easily win.
