The Edo's don't need to be at there full power, you saw how OP ET Madara is, he for the the most part the only Edo Kabuto has to summon to defeat most enemy's.

This is a top 10 most powerful, it's just obvious to include the Sage. Even if we didn't see his feats, he's certainly the most powerful being in the Narutoverse.
