Neji looks over to Shino, and is displeased with his response. As he looking over at him, he closes his eyes and lets out a small smirk. "Hmph.. It's funny you say that. Actually, I'm not here for that. By the orders of the Hokage and Konoha's elders, all Shinobi are required to hunt you down and take you out." Neji walks closer into mid range of Shino. "I'm afraid, you're not going to see the light of day once this is over." Once he is done speaking, Neji reaches for 3 kunai with his right hand & a flash bomb in his left. Afterwards, he drops said bomb on the ground behind him, causing a bright flash of light to illuminate the surrounding and blinding Shino in the process. When he does this, he immediately sidesteps 10 paces to the right and hurls the three kunai at him: One aiming at his left shoulder, and two aiming at his legs causing him to be immobile and unable to weave another hand sign.
With Shino practically incapacitated and still unable to see, Neji uses this to his advantage. Momentarily, he rushes towards him and gets into very close range. When coming near of the him, Neji balls his right fist and manages to uppercut him in the chin. In addition he punches Shino two more times in his temple and in the gut; making him gasp for air. After throwing those punches, Neji backs up a little bit and draws out his katana from his scabbard. He then, comes back and delivers 2 blows; he makes a diagonal slice in the chest and follows up with slicing off his head.

As Neji removes the flash bomb from his pouch,i quickly sidestep to get in front of him making him block the rays of light,(Assuming you continue the attack),I manipulate the wind with my mouth to push away from myself,dropping it in front of him,as neji tries to move into short range,i tell my bugs to form roots at his leg and immediately i pressure him with my killing intent as he comes close,thus the killing intent held you in place While my bugs leave you legless,i quickly jump back into mid range

Description: Killing Intent pertains to the ability of the user giving off their pure killing intention and having it affect their opponent and others around them up to the point of paralyzing them. When the Killing Intent is particularly strong, it can even give the victim visions of their own gruesome death, nausea, pain, etc. This can cause the Killing Intent to be confused with a genjutsu, despite not being a genjutsu at all; simply a showcase of intention and power. The target will feel as if facing an overwhelming enemy and, even if not a sensor, will suddenly feel the pressure of the users chakra and its magnitude, making the effect that much more dramatic. To effectively be used, the user needs to focus on his target and concentrate on the killing intent towards it, meaning that one must see the target and be focused on it. The strength of the Killing Intent is dependent on many factors and go through several levels. If a difference in rank smaller than 2 ranks exist, the enemy will feel only the pressure and the ominous presence of their dark intentions. Its enough to lose your grasp on a weapon or stay clinched to it (depending on the situation) or even to hesitate in an attack, stumble or mess upa handseal, all depending on the situation and proximity. The effect is small and normally not that significant but can be effectively used to pressure enemies into making a mistake. If a difference of 2 ranks or more exist, the enemy will be frozen, almost unable to move as the overwhelming killing intent dominates their own conscious and riddles them with nightmarish versions of death. The paralyzation gradually weakens as time passes and can only be maintained while the user is focused on the target. The further away the target, the weaker it is and it can only fully paralyze a target within short range. Similarly, the more targets one focuses on, the weaker the effect is in each one (divinding the effects equally between the number of targets). Lastly, the stronger the user is in relation to the target, the stronger the effect will be. The target can counter Killing Intent directed at it through pain, "mind cleansing" techniques or their own Killing Intent.

As Neji was about to proceed with his kunai attack, he couldn't help but notice Shino sidestepping and due to the angle we were in, he himself was blinded by the flash bomb. In able to see, Neji closes his eyes to focus. Immediately, he begins channeling a mass amount of his chakra into both of his eyes while weaving the one necessary hand seal [Snake with the right index finger lifted straight up], manipulating the chakra within the swift movement. After a moment passes afterwards, Neji can feel his veins bulging from his temples, activating his Byakugan. ~Ah, much better~
(Dōjutsu: Byakugan) Eye Technique: The All Seeing White Eye (Passive)
As he regained his sight, he continued on his attack, preparing to release his katana while running into short range. When he is doing this, he sees Shino try to gain some distance, but he knew what to do. While he was still in mid air (assuming not that high up), Neji begins to concentrate as he is mustering up his chakra. As he is doing this, he builds up us a pretty sufficient amount of his chakra and proceeds to mold said chakra inside of his stomach and uses nature manipulation to create very intense katon. When Neji is finished building up his fire chakra, he brings up his right leg and forcefully brings it back down & stomps a whole the ground. When this happens, 3 evenly spaced out pillars emerge from the ground and extend 6 meters vertically; which manages to hit Shino, causing him to fall back down onto the ground with third degree burns.
After scorching the rouge ninja, Neji decided it was time to finish him off. Immediately, he builds up a pretty sufficient amount of his chakra and proceeds to mold said chakra inside of his forearm and uses nature manipulation to create very dense rock. When Neji is finished building up his doton chakra, he finally forces it up though his wrist and out the hand, releasing multiple small rocks that position themselves into a ring formation. After creating the ring of rocks, he uses his chakra to guide them into Shino and the blunt force of the flying boulder's attack crush him into oblivion.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Byakugan is the kekkei genkai of the Hyuga clan. Bearers of this Dõjutsu have almost featureless white eyes. When the Byakugan is activated, the user's pupils become more distinct, and the veins near their temples bulge as the blood flow to their eyes is increased. While having the Byakugan deactivated, Hyuga ninjas have a normal eyesight and no special addition to their vision. While low rank Hyugas will need to perform a sequence of hand seals ( Horse → Tiger with lifting just index fingers → Boar with nearly straightened fingers → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar with nearly straightened fingers → Snake with the right index finger lifted straight up) to activate their Byakugan, Hyuga masters will be able to do so without the need for any hand seals and even have it active passively for long periods of time. Once activated, the user gains access to all of the abilities the Byakugan bestows upon them. While, like other Dojutsu, its main ability is to see chakra and the chakra flow in sentient beings, the Byakugan adds a complete new detail and dimension to that ability. The user can not only see chakra and the chakra flow, but also the circulatory system and even the 361 tenketsu. Added to this ability, once activated the Byakugan grants the user a near perfect field of vision 360º around himself (up to long-range if he's a master). This field of vision has only one blind spot, slightly above the 3rd thoracic vertebrae and facing backwards but enables the user to actually even see his own chakra circulatory system and chakra flow, which explains why all Hyuugas are so adept and masterfull of precise chakra control. The last ability the Byakugan has is the ability to zoom in and out, focusing on specific things, piercing beyond matter and energy alike, as well as chakra. This specific ability allows the user to see pass most barriers as well as physical matter (like rock walls, ground, etc) but also energy, being able to focus beyond chakra that might be in front of them or other energies. The zooming ability is enhanced as the user becomes more adept at using his eyes and can even reach distances above 20kms away. Some Hyugas have shown a great awareness regarding agressiveness as well as killing intent, detecting such intentions and emotions from others with more ease than most.
Note: Activation spends a move from the users own move count but once the user reaches Sannin Rank and has gained mastery over Gentle Fist for 1 month, he can activate it passively without spending a move. Because of its low chakra cost to maintain, the user can keep it active throughout the whole fight as long as he has chakra and stamina to do so.
Note: Genjutsu that requires Eye Contact when used against a Byakugan user requires direct eye contact between enemy pupil and user's pupil
