IMO, Jiraiya wins mid diff. I see a lot of people saying Gaara > Jiraiya though.​

Main issue here is that Gamabunta's oil completely nullifies Gaara's only technique. The area allows Gaara to grind large amounts of sand, but not enough to overwhelm how much oil Gamabunta (and Jiraiya) can pump out.

I'd have a different opinion if this were in a desert.

Gaara's Sand weakness is an oil or water displayed in his fight against Second Mizukage. Gamabunta possess a massive supply of oil and water which Jiraiya can use to render Gaara's sand useless. More ever, 3 toads can help him fight Gaara. Gamabunta's sword penetrated through Shukaku's arm. Gaara couldn't tank 5 slashes of V3 Susanoo. Gamabunta with the other 2 toads will overwhelm Gaara giving Jiraiya time to finish him off via Rasengan.

Base Jiraiya high diff.
SM Jiraiya mid diff.

Putting the battle at Gaara's most advantageous spot would be unfair. An open field is most fair IMO.

Jiraiya possesses oli also, so that's another advantage, plus Gamma has Suiton.

The fact that Gaara has only one technique [sand], which Jiraiya happens to hard-counter, is also unfair. This thread isn't so much as representative to their respective power-levels as it is Jiraiya happening to possess Gaara's Kryptonite.

I agree with you wholeheartedly.

Who said this was a representation of power level? This is a straight vs battle.

Then I misunderstood the premise of the thread. In the first post, you stated "a lot of people believe Gaara > Jiraiya" and thought that what you were going for. If that wasn't the case, then my bad.

Jiraiya's got this.

Without being in a desert, Gaara will be facing an opponent that has much better range and firepower than he has.

Bunta's water/oil makes sand wet and useless, Toad Flame Oil Bullet can be used from very far and Gaara lacks the speed to catch Bunta should Jiraiya start channeling Sage Mode.

Nah. Both have their uses. I was referring to a one vs one scenario. It's cool though.

Unfair matchup, Shukaku already got stomped by Gamabunta and kid Naruto so SM Jiraiya + Toad summons is obviously a win for Jiraiya.

If it was;

Current Gaara + Shukaku > SM jiraiya Mid diff.
Current Gaara {NO Shukaku} > SM jiraiya {NO summonings}​

Placing restrictions on characters isn't a good representation of who's stronger.
