Sasuke wins the first scenario because Sasuke in scenario two isn't fan-fic Sasuke. All Susano'os have the same strength so Sasuke's own PS will have the same strength as Madara's PS, meaning he can still create those shockwaves. I don't see what people don't understand here.​
