They both have borrowed power ups but as a matter of fact I'd say Naruto has worked harder than Sasuke to achieve his strength. Sasuke's power came from emotions and his older brother's eyes, sure he trained with Orochimaru for 3 years but after that he didn't train at all. Some of Naruto's have come from Kurama that's true, but he actually had to fight Kurama to get some his KCM, and he had to go through the process of learning SM as well.

OT: And Naruto won't be beaten by Sasuke again unless it's on purpose, that's just not how a story with the main character as a title goes.
