Who is the better spy? Kabuto or Zetsu?

I consider that spying, seeing as how Zetsu has knowledge on most of Konoha, including their abilities. But even still it's Zetsu.

Zetsu was able to infiltrate the 5 kage summit meeting without 5 kage level shinobi knowing and probed them. I think he could very well be a pretty effective 'in the shadows' spy.

Zetsu has this one. Not only does he have the Spore technique, which allows him to monitor everything a person does through seemingly undetectable spores which can communicate with each other, but he also has the ability to multiply himself, and can communicate with the clones. On top of that you can add the fact that he has sensory powers, and even the Mayfly technique, which makes him undetectable.

Kabuto is far more intelligent, but this is no contest. Zetsu's body and his techniques make him perfect for the job, no one can rival Zetsu when it comes to spying.​

I fail to see how that's relevant. It's one Jutsu.

All Zetsu is the better spy but that's because he's inhuman, Kabuto or Itachi is the best actual spy.

But nobody can do it better that Kabuto.

Zetsu should be a better spy than everyone honestly.

Kabuto spied on Sasori and was put under Sasori's spell, but maybe Kabuto allowed himself to be under it cause he knew Oro would break him out of it.

Kankuro could spy with his puppets. Gaara could spy with his 3rd eye. Jugo talks to animals about what they've seen. Ino puts herself in the mind of others. Jiraiya turns invisible and hides in people's shadows. Yamato travels through earth.

Zetsu can copy people's chakra I think and travel through the earth and take up their appearance and seems completely identical to them. Zetsu can also record what he sees.

And he can "record" information for later use. Or at least I think that's one of his powers.

Spying id say zetsu, he can save the battles and other interests for later viewing + go trough the earth which is kinda handy in spying stuff.

Zetsu can watch a whole fight recording the enemies data without being noticed, he watched the whole Naruto vs Sasuke,Itachi vs Sasuke. In order to find out where Zetsu is you need to be aware that he's around like orochimaru was thanks to kabuto.

HS said it right here , it should be obvious really , but of course , since Zetsu has been around the spotlight lately & was called a spy , it's only natural for people to jump on his bandwagon .
