Konan - low kage

Tsunade - low-mid kage

Deidara - mid kage

Kisame - mid-high kage

Mu - high kage


Take a vote, high or mid kage? He definitely isn't anything lower

@On-Topic. He is High Kage. It's true that he can't beat Itachi or MS Sasuke, but that would mean that anyone who can't beat them is not High Kage. He definitely can't beat them, but he can beat the rest in that tier.

The fact that he manhandled Gaara in a desert without any intent to kill or use of C2 or C3 and with such a little amount of clay already puts him in that tier. There's also the fact that Pain considers him to be more valuable to the Akatsuki than Sasori, Kakuzu, Kisame or Itachi. Or how he manhandled a full Bijuu with a single bomb.

Lets not forget how he is the only Akatsuki member besides Pain and Obito with his Jinchuuriki Paths, who has a village busting feat. He was also capable of tricking every last enemy he fought and had a jutsu that can defeat a huge number of characters.​

Even Onoki, the Nidaime Mizukage and Muu are only mid Kages. The 3rd Raikage and Minato are the only high Kages. ( Hashirama is legendary tier ).

Deidara lost to Hebi Sasuke who had no intent to kill don't give me that match up crap, if Deidara was so powerful he would've overwhelmed the advantage Sasuke had but clearly that wasn't the case. There's plenty of ninja's that are high kage worthy unlike Deidara, he's mid Kage level at best.

The outcome would be the same if Deidara dropped the C3 on him instead of the village so the village argument is a crappy argument really. Lets not even talk about how many advantages Gaara had in that fight and yet got raped. As for Sasuke, unfortunately, not only was he Deidara's worst match up, Deidara was also blinded by his hatred of the Uchiha and he underrated Sasuke because he was a 'brat'. There were different scenarios in which Deidara would have defeated him if he was thinking clearly.​

It's funny how people firstly restrict Orochimaru and then try to prove that he loses to their favourite characters.
