They're roughly equal in terms of general strength, but Kimimaro has the perfect counter for taijutsu, so he should win. Any and all attempts made by Hiashi to shut down Kimimaro's chakra points will be thwarted . . . hard. His bones patrude from his body fast enough to stop a seasoned taijutsu user dead in their tracks

. It took drunk Lee's unpredictability to actually land a few hits on him. I'm not entirely convinced Hiashi could manage the same combination of speed and unpredictability it takes. This isn't factoring CS2, which is too much for Hiashi to handle due to Sawarabi no Mai.

I think he loses to Kimimaro, Hidan, Mangetsu only if his Gentle Fist doesn't work on him, and Chiyo I'm undecided. I think his rotation would block the 10 puppets and his air palm could then finish it or if he gets close enough he can end it so I'm going to give it to Hiashi

Chiyo is not high jounin. She is low kage.

Although questionable in these match ups, the ability (even though potentially beats them all), to push away the Juubi finger, by himself, deem worthy to be in that kage tier list.

According to you, Hiashi has the potential to slo Tsunade, Sakura and Shizune but loses to Hidan and Kimimaro? I am disappointed.

Anyway:

Hiashi vs Hidan Hiashi mid difficulty

Hidan has no way of getting blood from Hiashi when Hiashi has access to heavenly rotation and presumably full body blow to deflect the scythe. Hidan is also a close-mid range fighter so Hiashi can just smash him with a vacuum palm, sending him flying and also destroying his scythe much like Shikamaru did. Gentle fist can paralyse Hidan thus Hidan loses the battle if he can no longer move.

Hiashi vs Kimimaro Hiashi mid-high difficulty

Hiashi would win since both are CQC oriented fighters but Hiashi is better at CQC considering he is far superior to part one Neji who was on par with part one Lee. That same Lee matched Kimimaro's taijutsu prowess but unfortunately for Lee, everytime he'd attack Kimimaro, he himself would get hurt. Hiashi, however, can emit chakra out of his palms so him touching Kimimaro won't give him major injuries and Kimimaro's bones can't tank gentle fist. Sawarbi no mae can be countered with Hiashi's level of rotation since any bones that come in the rotation's area will get deflected to the side.

Hiashi vs Mangetsu Hiashi high difficulty

I believe gentle fist can shut down Hozuki logias. It would be a tough fight since Mangetsu has access to a variety of swords but he can only use one at a time.

Hiashi vs Chiyo Hiashi mid-high difficulty

Hiashi's vacuum palm has more destructive power than any and all of Chiyo's puppets combined. Once he pushes them away, he can finish Chiyo off. Rotation guards against Chiyo's projectiles and poison gas can be seen by Byakugan so then Hiashi can hold his breath and move out of the way.

Hiashi vs Mifune Hiashi mid difficulty

Mifune is a very strong CQC fighter and is faster than Hiashi but Hiashi has greater awareness due to his Byakugan and a ranged advantage because of his vacuum palm. Also rotation deflects Mifune's sword slashes.

Do they have knowledge? I doubt a kimmi would lose(he seemed pretty knowledgeable. While hiashi knows nothing of his bone techs.

Mamgentsu and hidan well... hiashi most likely wins.
