When he said "without Kurama", he mean't Naruto's chakra reserves alone, and then stated that they were "one hundred times greater with the Fox", as an extension of sorts.
I think what you were trying to ask is whether Naruto's Sage Mode would be stronger if Naruto's chakra reserves alone were heightened by the lack of Kurama to which the answer would be - no.

First of all Chakra reserve = Chakra capacity meaning how much chakra one has/or can have - second of all chakra strength is just a figment of your deluded imagination, if there was such a thing - I'd say it only applies to the strength of the different forms of chakra that exist in NV, otherwise it is the chakra reserve that defines how much chakra one has!

It's generally accepted that someone with a lot of chakra can use a lot of chakra to use a lot of ninjutsu whereas someone with strong chakra can use a smaller amount of chakra to produce a relatively equal technique in strength.
The best examples are Naruto (Lots of chakra) and Sasuke (Strong chakra, derived from his Uchiha blood) and their antecedents, Hashirama and Madara.
Naruto having a lot of chakra will extend the time he can maintain Sage Mode whereas having stronger chakra might increase it's potency.
