It is an excuse.

The fact that there is a concept of loser and winners, should not hurt someone, if they have any understanding. If we do not have the concept of winners and losers, who would have some other concept.

In the end it is nothing but an excuse to justify the tsukuyomi plan, where he acts as the winner, while everyone else is the loser. Is he not calling people weak and pathetic? Is he not comparing them to Hashirama's greatness?
