My question; can Tobirama create a water wall that he can move around with him and have it act as a shield?
And the strength of the wall is dependent on how much chakra he puts into it, right? So in other words a good amount of chakra would be ble to withstand say, an average hit from Raikage?

well kisame created a mobile water dome and thts on a whole other scale of difficulty and skill so I figure a mobile water wall should be easy

first question: possible I guess , but I don't know anything about all that Lol
2nd question: Nope. U_U I don't think so. The water would disperse due to elemental properties .
However I guess its possible for it to be similar to Juubi-Obito vs Naruto/Sasuke's doubleteam attack when they used their jutsu against his in an epic clash and struggle and attacked each other head-on. Maybe its capable of being power dependent aside from only elemental weakness dependent .

He doesn't manipulate water, he uses high level suiton.

You do realize that water is a terrible form of defense, right?

Unless its pressurized then there's literally no point in using it as a defense against physical attacks, the raikage would tear through it.
