I dont see why not the rinnegan itself doesnt have powers its an eye which allows you to percive all things. So it wouldnt decrease bis abilities. I havent seen rinnegan project jutsu like sharingan so the body does it. Plot shall restrict madara from doing so.

He created zetsu by cultivating Hashiramas cells and filled life into it..he cant simply create or erase things..He needs to be Jubis jin in order to do that.
