Shingeki is at the bottom of the pile nowadays, it started strong but it soon became a case of boring repetition.
At least with Naruto and Bleach (latter to a lesser extent), you have complex characters and a plethora of completely different abilities based on very imaginative bases.
I hate these closed-minded threads where there's a broad question with only a limited number of choices, bleh.
Out of those four? Oda.
Although Yoshihiro Toshagi takes the win if you're talking about all Mangaka's.
And if you factor in Manhwa, then imo SIU takes this quite easily.
Can't believe people voted for AoT, story is to simple and it's becoming boring as hell. They organize mission to get information on the titans, titans attack them and some get eaten (non of the important characters) they flee and start another mission that will have the same conclusion. We read 50+ chapters of atleast 40 pages and the villain doesn't have a face, name or a goal. Isayama is beating around the bush because he knows that if he doesn't AoT will finish in no time.
Oda takes this and I'm not even an one piece fan U_U

...None of them imo. For it'd have to be Q Hayashida. I never read a manga so bizarre like the one she wrote and drew (still draws): Dorohedoro. The scenes and symbols are pretty creative and imaginative...not to mention the situations.
Oda is very resourceful, but to say he uses the most imagination...hum...Well, not really.
Anyway, I'm going to give you my top10 of imaginative manga I've read: 1. Dorohedoro (by Q Hayashida). This easily wins. It's just extremely bizarre. Just look at those devil designs, they're so whacky (but Chidamura is scary U_U):

I have tons of examples with this manga 2. Liar Game (by Shinobu Kaitani). You've got be creative to write so many games with different rules, dynamics and characters...and at the same hint how the personality of these characters is. I mean...that's crazy! 3. Gintama (by Hideaki Sorachi) What part of this isn't creative? xD The plot premise, the jokes and characters are all whacky. One has to be creative to stay fresh with so many chapters!! 4. Soul Eater (by Ōkubo Atsushi) Man, it has an unique vibe to it. One needs imagination in the designs and graphic resources to achieve this. I think it's great regarding imagination! 5. Hoshi no samidare (by Mizukami Satoshi): The plot is somewhat simple and it feels a bit generic when talking about it in a general overview, but getting into the details is prolly one of the funniest manga I've read. Very creative regarding the powers, animals, characters and plot twists. And an awesome and inspiring read as well. 6. One piece (by Eiichiro Oda). Gotta admit it, Oda is resourceful. 7. Akira (by Otomo, Katsuhiro). I mean...c'mon! It's one of the most influential manga ever existed. Chances are that most of my seinen readings have some influence of it in them. He's very creative, not my personal fav tho. 8. Himizu (by Furuya, Minoru). This one just kills me. Takes the meaning of grotesque to a whole other dimension. Too damm hilarious. IMO the author is very creative when it comes to twisting the daily life events we're familiar with. 9.Oyasumi Punpun (by Asano Inio) Well...the Mc's design and its changes are baffling. It's def creative on that regard (and Shimizu...and the other crazy idiots from the vibrating cult...). I mean what...wtf... 10.Shaman King (by Hiroyuki Takei). Not gonna lie, Shaman king is a personal favorite of mine. But I think it has more value on the topics and storyline than on the creative regard. It's not exactly generic, and some has mindblowing stuff, but it's not at the level of bizarreness or uniqueness as the rest in my list...that's why it's on number 10.
3D maneuver is great but have you ever seen a starfish with a bob marley hat on and sunglasses in SnK
Or even a Robot running on coca cola ....
Or someone able to shatter earth and sky with a tremor.....

And if you ask me Luffy second gear and third gear are pretty original
