Torrenting animes outside of Japan

I know that within the last few years, there have been laws passed in japan where japan penalizes those who illegally download's copyrighted anime material and can be punished with a 2 year sentence and/or a fine of 2 million yen which is $25000 USD

I've seen very few reports of those being caught downloading and those reports involved japan citizens.

I don't know too much about these laws but how would they treat people that downloaded copyrighted animes outside of japan? If there are any international laws regarding these...Like in North America..

I'm thinking about torrenting animes from now on but I don't want to risk it if the chances of getting caught are quite high..

I've torrented before too. I'm just scared to do it any further because there's always a chance of getting caught and I've seen a few articles of people getting caught, even though it's rare. I'm just paranoid I guess
