And of course I wouldn't be talking about the actual citizens and people who don't fight. Why the hell would I include them? NV for me are the characters that are in the story repeatedly, and have meaning. Not a flower shop owner who doesn't know a jutsu.

I know what he was talking about. I just don't understand why someone would include people we don't know into the NV. Basically 95% or more of the actual NV we don't know, since they are regular people and not ninja. It is common sense I would not include them.

Even then the SA consisted of 80,000 trained shinobi. Not even the entire verse. Anyone in the top 80 would be in the 99th percentile range. See what I mean?
