The Susano'o is currently a jutsu, rather than a standalone living thing like the Biju. It was originally supposed to represent a guardian diety, according to the databook.
Originally, Tsukuyomi and Amaterasu are described in a similar manner to the Rikudo Sage's Inton and Yoton.
One represents the physical world and light, while the other represents the spiritual world and darkness. The two together, Onmyoton, allows for the creation of life.
So, the impression is that the Uchiha can use both Inton and Yoton, which is crazy, right? Well, no. All shinobi are capable of Inton and Yoton; they are born from the spiritual and physical energy. The difference with the Uchiha and Senju is, the Rikudo Sage can combine the two to create Onmyoton. That power was divided between the two clans, not the elements that make up the power.
Therefore, Susano'o does not represent the combination of the two powers. It's halfway there, instead. The Uchiha can create the form; something made of flesh and bones.
But without the ability to use Yin and Yang together, the Susano'o is just a jutsu.
This is where the solution comes in.
It is commonly assumed that Orochimaru was looking to gain the Rinnegan. But, what if there was a kind of substitute for Senju dna, that gives a person the powers of the Rikudo Sage? Without actually having Senju dna?
Enter: Sage mode.
The thing to remember is that "Senju" and "Uchiha" are just spinoffs of the Shinju's original dna. What's not important is "Senju" and "Uchiha". What's important is the potential for Sage mode. Senju and Uchiha are merely a gateway, not what's behind the gate. It activates the body and amplifies many powers. Jugo is a user of "Sage transformation", which he called Kabuto's Sage mode.
Sage transformation is actually closer to the 10 tails than the usual Sage mode is. About as close as Hashirama's Mokuton.
With the power of the Sage arts, Kabuto considered himself very close to the Rikudo Sage.
With the 10 tails, Obito gained the power of Onmyoton, and only natural energy was a serious threat to him.
The purpose of Orochimaru's experimentation with Sasuke, was to create another "Rikudo Sage". He failed at doing this with Danzo.
Madara was barely more successful, gaining the Rinnegan in old age.
But these are not ideal. Orchimaru and Kabuto alike, wanted to learn the secrets of the creation during their life. They did not have the option of simply taking Senju dna and waiting. There had to be another option.
Orochimaru did his experiments and knew what worked, and what didn't. He had a purpose in giving the Curse mark to Sasuke. Kabuto had a purpose in mastering Sage transformation. This all came running back to the forefront.
This is how Sasuke "surpasses" Madara. This is where the scroll comes in.
I do not favor the idea of Sasuke getting the Rinnegan, but I see it happening as a "Rinnegan mode", IE Sasuke gaining the Rinnegan whenever he is using Sage power.
But getting back to the main point, I believe Senjutsu has the potential to complete the Susano'o:
Again: Tsukuyomi(Dark; mental) and Amaterasu(Light; physical). The Rikudo Sage was both a destroyer and a creator. Amaterasu destroyed Kabuto's Sage jutsu.
Coincidentally, while Jinchuriki Obito was vulnerable mainly to Sage jutsu, he was still damaged by Amaterasu, which is half of Onmyoton.
A similar symbology was given to the Izanagi and Izanami.
