What technique did chiyo use? and how could she have used that without rinnegan?

Who knows, she probably never taught it to someone else. But the difference is that the body has to be present and not decomposed. With the rinnegan technique the body could be gone for a long time or nonexistent and be revived.

It also took Naruto's chakra to accomplish (not wanking) and will probably have bearing on the plot, but since the entire SA also received a piece of Naruto's chakra who knows.

Side Note: Wouldn't it be interesting if Naruto was still attached to the SA and by Madara pulling out Kurama he also pulled out the SA's chakra cloak. Lol, good thing Katsuyu went out to everyone or most of the army would be toast.
