How perfect is Perfect susano?

Perfect susano suppose to be the ultimate defense ,offense and the highest version of susnao.Perfect susano grant the user more mobility/speed,wings for aerial purposes and lethal damage that require on swipe from it sword.However I really want to know why it called perfect susano because can it compensate for lack of senjutsu chakra against opponent like Madara or Jubito? It perfect because it can fight against any type of scenario combat situation?Kishimoto need explain perfect susano full capabilities
